IKUR Strategy
Phases of evolution in the deployment of the IKUR Strategy to 2030

The IKUR Strategy sets out a work horizon to 2030. In this sense, it is a 10-year work program monitored and evaluated periodically.

Phase 1 (2022-2024): This phase is focused on:

  • Basic Research in low TRLs (starting from BERCs and, moving forward, with the support of universities, CICs and IISs).

Phase 2 (2025-2027): The second phase represents an evolution towards higher TRLs in research with two lines of support:

  • One focused on supporting excellent collaborative research at lower TRLs: Basic research.
  • Another focused on supporting higher TRLs: Research+Innovation.

Phase 3 (2028-2030): In this phase, efforts will be concentrated on advancing projects towards higher TRLs that allow the transfer of results to society.

The research to be supported from the IKUR Strategy will increase the weight of research activity in higher TRLs in its expected progress to 2030, Research + Innovation, but without abandoning support for Basic Research; which will continue to attract most of the resources.

At no time will IKUR support Research + Innovation activity at TRLs 7-9. There are other programs in the Basque innovation ecosystem that are better suited to respond to this activity.

In this sense, it is a strategy aligned and coordinated with the main strategies and plans of the country, as well as with the existing R&D&I and training support instruments.
